Abstract

The research aims to know the trends of the internal public debt, specifically the accumulation of treasury transfers at commercial banks in the Iraqi economy and its role in enhancing their profitability for the period (2010-2016) by quarterly data, as the financial policy in Iraq after 2003 relied on the oil resource mainly to finance its increasing expenditures and Sometimes the fiscal policy may resort in the short term to the internal public debt and through Treasury transfers to finance its expenditures when temporary shocks occur in global oil prices and because of the time difference between revenues and expenditures.

In light of the foregoing, the research problem arises that the policy fiscal may be supportive of commercial banks when they are able to pay the internal debt or be destabilizing to the commercial banks when they are unable to pay the internal debt represented by treasury transfers.
